POLICIES 1.2 VOLUNTARY STUDENTS MODEL UNITED NATIONS CONFERENCE Official Policies, Regulations, and Delegate Handbook Professional Standards and Governance Framework PREAMBLE The Secretariat of Voluntary Students Model United Nations Conference working under Voluntary Students Program, hereby establishes the following official policies, regulations, procedural standards, ethical expectations, disciplinary systems, and operational frameworks in order to ensure a professional, academically rigorous, diplomatic, inclusive, and globally competitive conference environment. These policies are designed in accordance with the standards upheld by prestigious international conferences such as Harvard Model United Nations, Yale Model United Nations, and leading university-level simulations worldwide. Participation in the conference constitutes full agreement to all policies stated within this document.
ARTICLE I — CONFERENCE VALUES AND PRINCIPLESOpen
Section 1.1 — Core Mission The conference exists to: *Promote diplomacy, international cooperation, and critical thinking; *Encourage respectful debate and global awareness; *Develop public speaking, negotiation, research, and leadership skills; *Simulate professional United Nations procedures with academic integrity; *Create an inclusive and intellectually challenging environment; *Increase the accessibility of an educational activity of Model United Nations; *Give every delegate a chance to pursue themselves. Section 1.2 — Core Values Allparticipants are expected to uphold: 1. Diplomacy; 2. Respect; 3. Integrity; 4. Academic honesty; 5. Professionalism; 6. Inclusivity; 7. Constructive dialogue; 8. Global citizenship; 9. Accountability; 10. Excellence in preparation. Section 1.3 — Professional Conduct Delegates, chairs, press members, organizers, and observers shall conduct themselves in a manner reflecting the standards of international diplomacy and academic professionalism at all times.
ARTICLE II — REGISTRATION, ELIGIBILITY, AND PARTICIPATIONOpen
Section 2.1 — Eligibility Participation is open to students meeting the eligibility criteria established by the Secretariat. The Secretariat reserves the right to: *Accept or reject registrations; *Remove participants; *Modify committee placements; *Reassign delegations; *Deny participation based on behavioral, academic, disciplinary, or procedural concerns. Section 2.2 — Accuracy of Information All information submitted during registration must be accurate and truthful. Providing false information may result in: *Immediate disqualification; *Revocation of awards; *Permanent blacklisting from future conferences. Section 2.3 — Committee Assignments Committee assignments are final unless modified by the Secretariat. Delegates may not independently switch committees or countries. Section 2.4 — Observer Status Observers may attend committee sessions if authorized but shall not: *Attend in discussions; *Vote; *Submit resolutions; *Receive delegate awards unless explicitly approved. Section 2.5 — Country Assignment Preference Policy Delegates may indicate preferred country or delegation assignments during registration. However, preferred assignments are not guaranteed and remain subject to committee capacity, availability, balance considerations, and Secretariat discretion. In cases where a delegate’s preferred country assignment is unavailable, the Secretariat may contact the delegate through the official registered email address to request alternative preferences. Delegates are expected to respond within three (3) calendar days of the official communication. Failure to respond within the designated timeframe shall grant the Secretariat full authority to assign the delegate to a different country or delegation at its discretion without further consultation. Randomly assigned delegations made due to non-response shall be considered final unless otherwise determined by the Secretariat. The Secretariat reserves the right to: *Reassign countries when necessary; *Balance committee representation; *Prevent conflicts in delegation allocation; *Ensure efficient conference operations. All assignment decisions made by the Secretariat are final.
ARTICLE III — ATTENDANCE POLICYOpen
Section 3.1 — Mandatory Attendance Requirement Delegates must attend a minimum of seventy-five percent (75%) of all official committee sessions. Failure to meet this requirement shall result in: * Removal from the conference system; * Disqualification from awards; * No certificate issuance; * No feedback report; * No MUN CV recognition. Section 3.2 — Award Eligibility Attendance Requirement Meeting attendance requirements is mandatory for award consideration. Delegates failing to meet attendance requirements shall automatically become ineligible for: *Best Delegate; *Outstanding Delegate; *Honorable Mention; *Best Position Paper *Diplomacy awards. (The number and variety of awards may vary depending on committee capacity and participation level.) Section 3.3 — Active Participation Requirement Attendance alone shall not constitute participation. Delegates are expected to: *Attend roll-calls; *Deliver speeches; *Engage in moderated caucuses; *Participate in unmoderated caucuses; *Contribute to documents; *Negotiate constructively; *Demonstrate consistent diplomatic engagement. Passive attendance may result in: *Reduced evaluations; *Warning notices; *Ineligibility for awards. Section 3.4 — Late Arrival and Early Departure Repeated late arrivals or unjustified departures may be counted as absences. The Chair Board reserves discretion regarding attendance calculations. Section 3.5 — Technical Difficulties Technical issues must be reported immediately to: *Committee Chairs; *Crisis staff; *Secretariat representatives. Unreported technical absences may not be excused.
ARTICLE IV — POSITION PAPER POLICYOpen
Section 4.1 — Mandatory Submission for Awards Position papers are mandatory for award eligibility. Delegates who fail to submit a position paper by the official deadline shall automatically become ineligible for awards. Section 4.2 — Academic Standards Position papers must: *Reflect accurate research; *Demonstrate understanding of committee topics; *Include realistic policy recommendations; *Represent the assigned country’s official stance. Section 4.3 — Plagiarism Prohibition Plagiarism in any form is strictly prohibited. This includes: *Copying online material; *Using AI-generated content without proper modification and understanding; *Submitting another delegate’s work; *Reusing papers from previous conferences without disclosure. Section 4.4 — AI-Assisted Writing Regulations AI tools may only be used as supplementary research or editing assistance. Delegates remain fully responsible for: *Accuracy; *Originality; *Understanding all submitted content. Fully AI-generated position papers are prohibited. Any AI-level over 25% is prohibited. The Secretariat reserves the right to: *Request oral verification interviews; *Conduct plagiarism reviews; * Disqualify delegates. Section 4.5—Formatting Requirements Position papers must comply with official formatting regulations including: * Word count; * Citation style; * File naming conventions; * Submission format. ARTICLE V—CHAIR SELECTION, STANDARDS, AND RESPONSIBILITIES Section 5.1—Chair Selection Philosophy The conference maintains an extremely selective and competitive chair recruitment process. Chair positions are reserved exclusively for individuals who demonstrate: * Exceptional procedural knowledge; * Strong leadership; * Diplomatic professionalism; * Neutrality; * Crisis management capability; * Academic excellence; * Communication skills; * Organizational discipline. Section 5.2 — Mandatory Interview Process All chair applicants are individually interviewed prior to selection. The interview process evaluates: 1. Rules of Procedure knowledge; 2. Moderation ability; 3. Crisis response capability; 4. Professionalism; 5. Leadership quality; 6. Fairness and neutrality; 7. Time management; 8. Committee management skills; 9. Public speaking; 10.Delegate engagement strategy. Applicants who do not meet conference standards shall not be appointed. Section 5.3 — Chair Training Requirements Selected chairs are required to: *Attend training sessions; *Participate in all sessions; *Review procedural manuals; *Write Study Guides if Academic Team is unable to; *Read and grade the position papers; *Complete evaluations; *Coordinate with Secretariat members. Section 5.4 — Chair Conduct Standards Chairs are expected to: *Remain politically neutral; *Treat all delegates equally; *Avoid favoritism; *Maintain professionalism; *Ensure procedural fairness. Section 5.5 — Chair Accountability The Secretariat may: *Monitor chair performance; *Review delegate feedback; *Replace chairs; *Remove chairs for misconduct or incompetence. Section 5.6 — Confidentiality Obligations Chair evaluations, award deliberations, and Secretariat discussions are confidential. Unauthorized disclosure may result in removal. Section 5.7 — Chair Attendance and Commitment Policy All members of the Chair Board are required to maintain one hundred percent (100%) attendance throughout all official conference sessions, meetings, trainings, and assigned responsibilities unless formally excused by the Secretariat or Head Board prior to absence. Chair positions are considered professional leadership responsibilities and therefore require complete commitment, punctuality, and active participation for the entirety of the conference. Failure to meet the mandatory attendance requirement without a reasonable excuse communicated in advance to the Head Board may result in: * Revocation of Chair status; * Removal from committee leadership; * Ineligibility for Chair Certificates; * Denial of participation certificates; * Disqualification from future staffing opportunities. Chairs who fail to attend a significant portion of the conference, including but not limited to seventy-five percent (75%) or more of official sessions without valid justification, may face immediate disciplinary review. Chairs who fail to attend approximately seventy percent (70%) or more of their required responsibilities without prior approval or reasonable justification may be permanently banned from participating in future editions of the conference and affiliated AMUN events. The Secretariat and Head Board retain full authority to determine: * Whether an excuse is considered reasonable; * Whether absences are excused or unexcused; * Appropriate disciplinary consequences; * Eligibility for future participation. Professional reliability, responsibility, and commitment are considered essential standards for all members of the Chair Board. Section 5.8 – Chair Responsibilities for Roles; ● Head Chair: Responsible for moderating the debate and maintaining the primary screen share of the MUN Log website. ● Assisting Co-Chair: Supports the Head Chair in managing floor debate and marking delegate performance. They provide technical backup by screen sharing the MUN Log if the Head Chair is unable to do so. ● Documenting Co-Chair: Manages all committee records, including taking attendance at the start of every session and promptly relaying roll-call data to the Secretariat. ● Delegate Support Chair: Focuses on delegate mentorship and performance improvement, while also assisting with marking. ● Training Chair: Has less experience, helps assist other chairs, views the process and learns more about chairing.
ARTICLE VI — RULES OF DEBATE AND PROCEDUREOpen
Section 6.1 — Parliamentary Procedure Committees shall operate according to official Rules of Procedure established by the Secretariat. Section 6.2 — Respectful Debate Delegates must: *Address remarks diplomatically; *Avoid personal attacks; *Refrain from discriminatory language; *Maintain decorum. Section 6.3 — Speaking Rights The Chair Board reserves the right to: *Recognize speakers; *Set speaking times; *Rule motions in or out of order. Section 6.4 — Decorum Violations Examples include: *Interruptions; *Harassment; *Offensive remarks; *Spam behavior; *Microphone abuse; *Disruptive conduct. Section 6.5 — Suspension of Speaking Rights Delegates violating decorum may receive: *Warnings; *Speaking restrictions; *Temporary removal; *Disqualification.
ARTICLE VII — DIGITAL PLATFORM AND ONLINE CONDUCT POLICYOpen
Section 7.1 — Professional Online Environment All participants must maintain a professional online presence. This includes: *Appropriate usernames; *Professional profile pictures; *Respectful communication. Section 7.2 — Camera and Microphone Expectations Delegates are strongly encouraged to keep cameras on unless excused. Microphones must remain muted when not speaking. Section 7.3 — Chat Usage Regulations Conference chats shall only be used for: *Diplomatic communication; *Committee-related discussions; *Procedural matters. Spam, harassment, trolling, and inappropriate content are prohibited. Section 7.4 — Recording Policy Unauthorized recording, capturing screenshots, or distribution of conference materials or participant information is prohibited unless approved by the Secretariat. Section 7.5 — Cybersecurity and Safety Participants may not: *Attempt unauthorized access; *Disrupt digital systems; *Share harmful links; *Engage in cyber harassment. Violations may result in permanent bans.
ARTICLE VIII — ACADEMIC INTEGRITY POLICYOpen
Section 8.1 — Integrity Standards The conference maintains a zero-tolerance policy toward academic dishonesty. Section 8.2 — Forms of Academic Misconduct Prohibited actions include: *Plagiarism; *Fabrication of sources; *Unauthorized collaboration; *Impersonation; *AI misuse; *Falsification of credentials. Section 8.3 — Investigation Procedures The Secretariat may investigate suspected misconduct through: *Plagiarism detection; *Oral questioning; *Review panels; *Chair reports. Section 8.4 — Penalties Penalties may include: *Warning; *Award disqualification; *Certificate revocation; *Removal from committee; *Conference expulsion; *Future blacklist.
ARTICLE IX — AWARDS POLICYOpen
Section 9.1 — Merit-Based Awards Awards are determined through comprehensive evaluation. Section 9.2 — Evaluation Criteria Delegates are assessed on: 1. Research quality; 2. Diplomacy; 3. Public speaking; 4. Negotiation; 5. Resolution writing; 6. Procedural knowledge; 7. Leadership; 8. Collaboration; 9. Consistency; 10. Professionalism. Section 9.3 — Position Paper Requirement No delegate may receive an award without submitting a position paper. Section 9.4 — Attendance Requirement No delegate may receive an award without satisfying attendance requirements. Section 9.5 — Chair Deliberation Confidentiality Award deliberations are confidential. Attempts to influence chair decisions are prohibited. Section 9.6 — Revocation of Awards The Secretariat reserves the right to revoke awards if misconduct is discovered after the conference.
ARTICLE X — CERTIFICATE POLICYOpen
Section 10.1 — Eligibility for Certificates Certificates shall only be issued to participants who: *Meet attendance requirements; *Comply with conference policies; *Maintain professional conduct. Section 10.2 — Types of Certificates The conference may issue: *Participation Certificates; *Award Certificates; *Chair Certificates; *Secretariat Certificates; *Press Team Certificates. Section 10.3 — Revocation Rights Certificates may be revoked for: *Academic dishonesty; *Misconduct; *False registration information; *Severe procedural violations.
ARTICLE XI — DISCIPLINARY SYSTEMOpen
Section 11.1 — Purpose The disciplinary system exists to protect fairness, professionalism, safety, and conference integrity. Section 11.2 — Levels of Violations Level I — Minor Violations Examples include: *Mild disruptions; *Repeated interruptions; *Inappropriate usernames; *Minor spam. Potential consequences: *Verbal warning; *Written warning. Level II — Moderate Violations Examples include: *Harassment; *Repeated misconduct; *Inappropriate language; *Unauthorized recording; *Deliberate procedural disruption. Potential consequences: *Formal disciplinary notice; *Temporary suspension; *Award disqualification. Level III — Severe Violations Examples include: *Hate speech; *Serious harassment; *Academic fraud; *Impersonation; *Threats; *Cyber attacks. Potential consequences: *Immediate expulsion; *Permanent blacklist; *Certificate revocation. Section 11.3 — Secretariat Authority The Secretariat maintains final authority regarding disciplinary decisions. Section 11.4 — Appeals Participants may submit formal appeals within the designated appeal period. The Secretariat’s final ruling shall be binding.
ARTICLE XII — ANTI-HARASSMENT, INCLUSIVITY, AND SAFETY POLICYOpen
Section 12.1 — Equal Respect Principle All participants shall be treated with dignity and respect regardless of: *Nationality; *Gender; *Language; *Background; *Identity; *Experience level. Section 12.2 — Prohibited Conduct The following are strictly prohibited: *Bullying; *Discrimination; *Harassment; *Intimidation; *Hate speech; *Targeted exclusion. Section 12.3 — Reporting Mechanisms Participants may confidentially report misconduct to: *Secretariat members; *Committee directors; *Designated safety officers. Section 12.4 — Retaliation Prohibition Retaliation against reporters or witnesses is prohibited.
ARTICLE XIII — SECRETARIAT AUTHORITY AND CONFERENCE GOVERNANCEOpen
Section 13.1 — Ultimate Authority The Secretariat possesses ultimate authority over all conference matters. Section 13.2 — Interpretative Authority The Secretariat reserves the right to: *Interpret policies; *Modify procedures; *Resolve disputes; *Make exceptional decisions. Section 13.3 — Emergency Powers In extraordinary circumstances, the Secretariat may: *Suspend sessions; *Modify schedules; *Reassign committees; *Remove participants. Section 13.4 — Binding Decisions All Secretariat decisions are final.
ARTICLE XIV — PARTNERSHIP POLICYOpen
Section 14.1 — Purpose The purpose of this policy is to establish clear expectations and responsibilities between VSMUN and its partner organizations. Through partnerships, VSMUN seeks to foster cooperation within the Model United Nations community, promote academic engagement, and create mutually beneficial opportunities for growth and visibility. Section 14.2 — Eligibility Organizations seeking partnership with VSMUN must: ● Operate in a professional and ethical manner; ● Maintain respectful communication with the VSMUN Secretariat; ● Demonstrate a commitment to educational development, diplomacy, leadership, or related initiatives; ● Be willing to fulfill the obligations outlined within this policy. The Secretariat reserves the right to approve, reject, suspend, or terminate partnerships at its sole discretion. Section 14.3 — Social Media Follow Exchange Upon the establishment of a partnership: ● VSMUN and the partner organization shall follow each other's official social media accounts; ● Both parties are expected to maintain this connection throughout the duration of the partnership; ● Unfollowing without prior communication may result in a review of partnership status. Section 14.4 — Partnership Announcement Following confirmation of the partnership: ● Both parties shall publish at least one official partnership announcement through their social media platforms; ● Such announcements should clearly acknowledge the partnership and, where applicable, tag the partner organization; ● Announcements should be published within a reasonable timeframe following the establishment of the partnership. Section 14.5 — Conference Promotion Partners are expected to support the promotion of each other's conferences and major events. Such promotion may include: ● Social media posts; ● Stories; ● Registration announcements; ● Reposts of official promotional materials; ● Other appropriate promotional methods. Promotional materials should be shared within a reasonable timeframe following their receipt. Section 14.6 — Periodic Partner Recognition To maintain an active and mutually beneficial partnership: ● Each party shall publish at least one post, story, announcement, or equivalent promotional mention featuring the other organization approximately every three (3) to four (4) months; ● Such recognition may include conference announcements, partnership spotlights, achievements, or relevant updates. Section 14.7 — Communication Standards Partner organizations shall: ● Designate at least one representative responsible for partnership communications; ● Respond to partnership-related communications within three (3) business days whenever reasonably possible; ● Inform VSMUN of circumstances that may significantly affect the partnership. Section 14.8 — Professional Conduct Partners are expected to: ● Maintain professionalism in all interactions; ● Refrain from conduct that may damage the reputation of VSMUN or its participants; ● Avoid the dissemination of false, misleading, or defamatory information regarding VSMUN. Section 14.9 — Use of Names, Logos, and Branding ● VSMUN may display the partner organization's name and logo for partnership-related promotional purposes; ● Partners may display the VSMUN name and logo solely for approved partnership-related activities; ● Neither party may alter or misuse the branding of the other without prior authorization. Section 14.10 — Partnership Review and Termination The Secretariat reserves the right to review partnerships periodically. A partnership may be suspended or terminated if: ● Promotional obligations are repeatedly neglected; ● Communication remains consistently unresponsive; ● The partner organization engages in conduct inconsistent with VSMUN's values and standards; ● The partner organization fails to comply with this policy. Where appropriate, the Secretariat may issue a warning and provide an opportunity to remedy the situation prior to termination. Section 14.11 — Final Authority The interpretation and implementation of this policy shall remain under the authority of the VSMUN Secretariat. All partnership-related decisions made by the Secretariat shall be final.
ARTICLE XV — FINAL PROVISIONSOpen
Section 15.1 — Policy Acceptance Participation in the conference constitutes automatic acceptance of all policies contained within this handbook. Section 15.2 — Amendments The Secretariat reserves the right to amend policies when necessary. Section 15.3 — Enforcement Failure to read policies does not exempt participants from compliance. Section 15.4 — Conference Prestige Standards This conference is committed to maintaining a highly selective, professional, academically rigorous, and internationally respected standard. Delegates, chairs, and staff members are expected to uphold the highest levels of diplomacy, preparation, professionalism, and integrity.
APPENDIX A — EXPECTATIONS OF AN EXCEPTIONAL DELEGATEOpen
An exceptional delegate is expected to: *Conduct extensive topic research; *Understand national policy deeply; *Speak confidently and diplomatically; *Collaborate effectively; *Draft realistic solutions; *Demonstrate leadership without domination; *Respect all participants; *Maintain professionalism continuously.
APPENDIX B — EXPECTATIONS OF AN ELITE CHAIROpen
An elite chair should: *Possess advanced procedural mastery; *Maintain neutrality; *Encourage balanced participation; *Handle crises professionally; *Ensure fairness; *Demonstrate strong organization; *Uphold conference prestige.
APPENDIX C — AI USAGE FRAMEWORKOpen
-Acceptable Uses *Grammar assistance; *Brainstorming; *Research guidance; *Speech refinement. -Unacceptable Uses *Fully AI-generated speeches; *AI-written position papers submitted without revision; *AI-generated plagiarism; *Real-time AI debate scripting during committee. Delegates must personally understand and defend all submitted material.
APPENDIX D — PROFESSIONAL DRESS AND PRESENTATION STANDARDSOpen
Participants are expected to maintain a professional appearance appropriate for an international academic conference. Examples include: *Formal attire; *Business casual attire; *Professional online presentation. Inappropriate attire or presentation may result in warnings.
APPENDIX E — OFFICIAL ETHICS STATEMENTOpen
The conference seeks not merely to simulate diplomacy, but to cultivate future global leaders capable of: *Ethical leadership; *Respectful negotiation; *International cooperation; *Intellectual rigor; *Responsible decision-making. Every participant contributes to the reputation, prestige, and integrity of the conference.

By registering for and participating in this conference, all participants acknowledge that they have read, understood, and agreed to comply with every article, regulation, procedure, and policy contained within this handbook. Failure to comply may result in disciplinary action determined solely by the Secretariat. The Secretariat reserves the right to enforce these standards to preserve the conference’s professionalism, fairness, academic integrity, and international prestige.
